Changing Requirements after Contract Award
Assignment instructions: You are required to submit a 3-to-4 page research paper (not counting the references page) and an accompanying PowerPoint presentation which you will present during a 7-10 minute briefing to the class.
Within the context of your paper and your presentation you should (at a minimum) address the following:
1. Under what authority are changes to the requirements allowed after contract award?
2. Discuss how changes to requirements after award may affect the scope of the contract.
3. What must the contracting officer do if a requested change is determined to be outside the scope of the contract?
4. Describe how contract scope decisions have been addressed by GAO, courts, etc. Provide at least two cases with different decision outcomes.
